The circular mentions that employers are encouraged to adopt flexible working hours, telecommuting, and other measures to create a family-friendly work environment. Also, employers who are capable are encouraged to set up childcare facilities, provide welfare childcare services, and organize extracurricular activities for children during holidays and summer breaks.
