However, experts believe that the agency may be sharing this data with law enforcement to facilitate mass surveillance. This raises concerns for VPN users, whose services may be blocked for accessing restricted websites. While VPNs are not banned in Russia, their usage has become increasingly restricted. In a bid to prevent the proliferation of VPNs, the government has banned the promotion of such services, even in academic studies. In fact, only exceptions are made for research on VPNs that facilitate secure remote access. The situation has become dire for VPN users in Russia, with even free VPN services starting to malfunction.
