**New Rules for Foreigners Using SIM Cards in Russia: What You Need to Know**
As of January 1, 2025, the rules for foreigners signing a communication service contract in Russia will change. To activate a SIM card, you must have a verified account on the Gosuslugi (Russia's unified public services portal) and verified biometric data, or service will be suspended.
To activate or reissue a SIM card, foreigners must obtain a SNILS (National Identification Number), create a verified account with the Federal Tax Service, and register biometric data with a bank.
