He added that the institution of consent for personal data processing, which was likely effective at the dawn of the 152nd Federal Law on Personal Data Processing, has become ineffective over time due to the sheer volume of documents. This has made it difficult for individuals to control and defend their rights. Instead, Lipov suggests transitioning from individual consent to industry regulation and the establishment of industry standards. This would allow companies to process personal data in a more streamlined and standardized manner, reducing the burden on individuals and making it easier for them to exercise their rights.
