The guidelines, titled "Opinions on Combating Tobacco-Related Illegal Activities Across the Entire Supply Chain," emphasize the need to strengthen cooperation with relevant countries and law enforcement agencies to crack down on cross-border smuggling and counterfeiting of Chinese tobacco brands. The guidelines also promote the enhancement of maritime and land border law enforcement cooperation to effectively combat tobacco smuggling activities. Furthermore, the guidelines stress the importance of strengthening control over tobacco-related issues in special regions, prohibiting the use of overland transportation, transshipment, and trans-shipment trade to infringe on intellectual property rights and smuggle tobacco products. Additionally, the guidelines require strengthening control over tobacco-related risks in international mail packages and transportation tools, and lawfully investigating and punishing individuals who use transportation tools, cross-border e-commerce, and international mail packages to smuggle tobacco products.
