Can I transfer my mobile internet plan to my new home?

I recently moved into a new home in Nanjing and found that the previous residents had already set up a telecom broadband internet connection, but the speed is quite low. I already have a mobile internet plan bound to a telecom broadband connection on my own phone, and I would like to know if it's possible to transfer it to my new home. If it's possible, how can I explain it to the maintenance staff?
